Mayor Mike Taylor says the city has been working with its human resources consultant, Clemans Nelson & Associates, to create both documents. He says the city's employee handbook in its current form has been in existence for nearly a decade.
Once finalized, Taylor notes that the new handbook will serve as the sole reference point to answer any questions or resolve any issues.
Taylor says developing civil service rules is something completely new for the city.
Taylor says he is currently in the process of reading through both documents. Once he is finished and adjustments have been made, both documents will be presented to city council for their input and possible adoption.
