A 22-year-old New Philadelphia man’s bond has been set related to six counts that include OVI and vehicle assault.

The case comes after Justin Brill was arrested following an investigation into two men being struck by a vehicle on E. High Avenue, at Beaver Creek Apartments. One victim, Ronald Rader, 55, later died and the second victim sustained broken ribs and other injuries.

During Friday’s bond hearing, at New Philadelphia Municipal Court, Tuscarawas Assistant Prosecutor Kristin Beard said that Brill had fled the scene before law enforcement found him, several hours later, at his apartment.

“Your Honor, this is a horrific accident. The deceased and the other victim were pedestrians. Mr. Brill was operating a motor vehicle. He tested a BAC (blood alcohol concentration) of .153 so he was clearly drunk at the time. He ran into the building and overtop two people basically, and then he fled the scene and he didn’t seem to have any kind of remorse.”

Brill is charged with two counts of aggravated vehicular homicide, two counts of vehicular assault with alcohol, and two counts of operating a vehicle while under the influence. The individual counts carry differing prison terms and fines.

The judge closed by issuing a $25,000 bond and if posted, the defendant would be placed on an alcohol and GPS monitor and would be under pretrial supervision. If no bond is posted, he will be remanded to the Tuscarawas County Jail.
