The Dover Police Department has a new captain and a new school resource officer.

Mayor Shane Gunnoe swore in Josh Roach as captain last week, one month after Jimmy Hitchcock retired after 27 years with the department.

Roach has been a Dover police officer since 2019 and was the department’s first school resource officer for the last two and a half years when he got to know and help students in the district.

Patrolman Tony Pelligrino will replace Roach as the school resource officer. He’s married to a teacher and has two kids in the district.

Pelligrino has been with the department since 2022. He takes over the school resource officer position that is 70 percent funded by the school district and 30 percent by the city.
