The evaluation from the Ohio Department of Education uses state testing results, graduation rates and other data to rate districts on a 5-star scale.
Buckeye Career Center – 5 stars
Claymont – 3 stars
Dover – 3.5 stars
Garaway – 4 stars
Indian Valley – 4.5 stars
New Philadelphia – 3 stars
Newcomerstown – 3 stars
Strasburg – 3.5 stars
Tusky Valley – 4 stars
In some districts, graduation rates below or around 90 percent drag down the overall score for both districts. School officials have said immigrant students who drop out to work have lowered the graduation rates there.
For comparison, the graduation rate at the higher scoring Tuscarawas County districts – Garaway, Indian Valley and Tusky Valley – is around 98 percent, giving those schools 5 stars in that category and boosting their overall score.
