City and health department officials in Dover are working to address growing concerns at a neglected property in the 700 block of Short Street, just northeast of downtown.

The small home has fallen into disrepair, and problems have escalated since the owner passed away a couple of years ago. Mayor Shane Gunnoe says that individuals have been squatting at the property. One person is claiming to be a relative of the deceased homeowner and is attempting to take possession of the house.

According to a recent police report, officers also encountered a registered sex offender on the premises who was not registered at that address. As authorities work to sort out the legal issues surrounding ownership and occupancy, Gunnoe says city and county health department officials are taking whatever steps they can to address the property’s condition.

A concerned neighbor, Gerald Morris, brought the matter to the city’s attention after observing ongoing issues at the property.

The county health department continues to investigate exterior complaints about homes, but in 2024 it ended its practice of inspecting inside residences. Gunnoe says he has expressed his disappointment over that policy change.
